The problems start when you have several mods that try to do the same thing, or when pre-culling is involved. Scrap mods do the opposite and break down large objects into their smaller components so that you can selectively scrap. Making one whole of these textures alleviates the strain on the GPU because of less objects having to be rendered. Pre-combines are a setting in the game's ini file that make some textures like houses one whole as opposed to using the separate objects like walls, roofs, doors, wondows, etc. Any FPS fix mod tampers with pre-combines.
